This is the original Pen & Ink Wash by Nadir Quinto.

A charming depiction of a rather quaint pseudo medieval Dover (complete with 17th C. sailing ships). The pup appears to be chasing the ship heading out of the harbour. A lovely conversation piece. From Teddy Bear 18th October 1969 page 4.
